- Vessels not under command

Exceptions:

Overtaking - Sail and Power
- Boat ahead has priority

- Starboard tack has priority
- Port tack must give way
- Windward boat yields to leeward boat
Converging Power
- Boat on the right has priority
- Boat on the left must give way
